BID GUIDANCE

Bid security and earnest money for Pakistan tenders

A bidder can finish a strong technical proposal and still fail a mandatory security requirement. The safest approach is to read the current bidding document—not estimate the deposit from a headline.

What bid security is

Bid security is an instrument or sum requested by some procuring agencies to support bid obligations. In Pakistani procurement advertisements you may see terms such as earnest money, CDR, pay order, bank guarantee or bid-securing declaration. The permitted instruments and conditions depend on the applicable rules and the specific invitation.

Do not assume a universal percentage

Rules may change, and federal and provincial frameworks are not interchangeable. Even for the same sector, an individual invitation may define a fixed amount, percentage, validity period and return or forfeiture conditions. Check the agency's applicable rules and standard bidding document rather than trusting an outdated percentage quoted on a blog.

Electronic copy versus original

Some e-procurement processes require a scanned bid-security document to be uploaded while the original must also reach the agency by the specified deadline. Other tenders follow a different process or use a declaration. Confirm the beneficiary, naming, bank validity, receiving address and latest delivery time from the invitation.

Practical next steps

  1. Read the security clause and all corrigenda in the official document.
  2. Confirm allowed instrument, exact amount, beneficiary and expiry.
  3. Coordinate issuance and physical delivery early if required.
  4. Keep proof of receipt and the electronic acknowledgement where applicable.
